The core container
HomeTill creates a municipal-scale community resource that is not tied to any existing governmental structure — not a city department, not state administration, not federal agency. It exists purely for members of a given ZIP code of habitation: one chapter per ZIP, community-run, digitally native, beside conventional municipal ledgers — not a replacement for tax-funded police, fire, schools operating budget, water, sewer, or other mandatory public services.
Look · act
Flow of information, access to published records, named actions approved by vote, financial aggregates, disbursements, and intakes — open and viewable by anyone who cares to look (with privacy floors: no street-level doxxing in public exports).
Action — submit, edit during the window, vote, binding membership steps — is available only to a confirmed resident of that ZIP (verified official address contained in the chapter). Observers audit; residents govern.
Implementation follows export always: published hashes, append-only corrections, open-source-friendly stacks where counsel and pilot allow.
Inception
HomeTill is a HOST initiative introduced alongside PortAbleRI — its own shore (HomeTillZip), its own name, its own counsel path (White Flag W1–W5). PortAbleRI is a visible founding affiliate (link-out · optional routing), not the till operator. See identity pin on home.
Administration
- Neighbors submit requests and vote (paid 1.0 · free approved 0.1 weight).
- The Family presides on cull and edit synthesis — three finished ballot choices published before vote.
- Operator / counsel path handles entity, escrow, and disbursement after White Flag gates — separate from PortAbleRI OpCo.
Community submits and votes; process is presided, not rigged — winners are what weighted vote affirms among published finishes.
Edits that flower
Rules grow with the chapter: submissions and corrections append; eligibility floors (ZIP scope, collective benefit, lawful use) gain detail in counsel bylaws; pilot 03878 proves the first full cycle. Imperfect v0 in the open beats hidden perfection.
