## Entity · PortAbleRI affiliation (v0.3)

**HomeTill** owns ZIP chapters, pools, governance, disbursement law, and the **HomeTill Affiliate Program**. **PortAbleRI** remains PARI subscription, verify, export, and HOST instrument — a **founding affiliate** and **optional routing partner**, not the till operator. Ledgers **do not commingle** across OpCos except via published remittance agreements. Phase 0 UI ships under **HomeTill** identity; PARI integration is an **adapter** (verify token · optional route-intent).

## Eureka thesis (why we ship messy v0)

The mind-shift matters more than perfect bylaws on day one:

> A **thoroughly local** pool can exist **beside** conventional municipal ledgers — same neighbors, same ZIP, **community-run**, **digitally native**, **inclusive** (paid + free approved), **same rules at every scale** (1 subscriber or 1 million).

**Product truth:** trash the chessboard **in HOST ledger + verify + export** — not with surprise, illegitimacy, or tax substitution. Municipal institutions remain; HomeTill is a **second container** people can see, nominate, edit, and vote on in the open.

- **1 paid chapter member = 1 vote** baseline (Family Door household rule: **Tier B** — primary voter vs seat votes). PARI subscription is **one path** to paid membership, not the membership definition.
- **All memberships MUST** bind to an **official address contained in the ZIP** (verify tier B/C for binding votes).
- **RI** (Relative Intelligence / verify layer): anomaly detection (duplicate address, velocity, border ZIP gaming) — **assists honesty**, not sole proof of residency.

**Monthly cycle (v0.1 — Family chamber):**

1. **Intake** — Constituents submit requests (electronic). Earliest submission text is **preserved** in the chapter record (exportable; corrections **append**, no silent rewrite).  
2. **Family cull** — **The Family** runs the submission process and reduces the set to **three initiatives** for the ballot (named roles · declared session · audit log). Criteria: **§ Request eligibility** below — ZIP scope, shared ZIP-member interest, lawful use, duplicate merge, feasibility for till size — bylaws may add caps.  
3. **Edit window** — **7-day** edit suggestions (paid + free approved). **The Family presides** — merges suggestions into **three finished ballot choices** (plain language, scope, rough cost band if known). Rejected merges and dissent stay in the record.  
4. **Publish** — Three finished choices + period sidecar / **aggregate hash** **before** vote opens.  
5. **Vote** — Final **weighted** vote; **≥34%** threshold (**34% of weighted votes cast** in bylaws).  
6. **Disbursement** — Per counsel vehicle · public **aggregate** ledger hash (no street-level doxxing).

**Separation of roles:** community **submits** and **votes**; Family **presides** over cull and edit synthesis — not picking winners in secret. Winners are **only** what the weighted vote affirms among the three **published** finishes.

## Local art · participation · community ritual

**Purpose:** encourage **participation**, **crystallize** important **local art and culture**, and help **reestablish** neighborhood belonging — beside infrastructure and maintenance, not instead of municipal services.

Requests must serve the **interests of verified members in the ZIP** — lawful, local, collective benefit — not private inurement, hate, campaigns, or core municipal substitution. **Family cull** and **publish** apply this floor before any vote.

- **Payee:** remittance to **school entity, fiscal sponsor, or vendor** per pilot vehicle — not undocumented personal accounts.  
- **Proposed tier:** default **one-time or milestone** packages; recurring operating support requires **later ballot** after establishment.  
- **State law:** New Hampshire and local charter authorizer rules control; White Flag briefings include **education + charitable solicitation** posture.

**Not appropriate:** tuition for **named individuals**, sectarian **worship-only** instruction subsidies, or requests that **replace** the district’s statutory funding obligation.
